Many researches indicate that there are significant effects in business while applying TQM. It is also helpful to promote students’ school works and character performances when applying TQM in education field; however, most research samples are mainly in junior and senior high schools or universities. The researcher is a third-grade homeroom teacher in elementary school and used action research method with actual operation to explore if there is any effect in third-grade class in elementary school while applying TQM and what are confronted difficulties. The researcher adopted control charts, fishbone diagram and all kinds of checklists often used in TQM theory in the class to plan and record students’ performances. Through trust authorization, it lets class cadres to management class while through conversations and writings, it increases satisfaction from internal and external customers to seek entire advancement in parents, teachers and students. This study arranged various data of classroom management and analysis of interviews, at last, it provided conclusion and report as a reference for educational authorities and follow-up researchers. The conclusion of the study indicated that when applying TQM in third or fourth graders of elementary school, it needs to revise all the time on operation and even needs to alter the content of some parts of TQM theory to conform to present status. This study indicated that there is still a significant effect when applying TQM on third-grade class in elementary school. There is also a promotion on students’ academic achievement and performance of daily life. Parents are satisfied with promotion of relationship between parents, teachers and students. Through teamwork and trust authorization, it improved students’ participation in classroom management and self-awareness and self-improvement from that.
