Summary: | 碩士 === 高苑科技大學 === 土木工程研究所 === 104 === Earthquakes, typhoons, floods, and landslides are common natural disasters people encounter in Taiwan. How to effectively prevent these disasters has been an issue which the government places importance on. Compared with other natural disasters, earthquakes are different in terms of nature and characteristics. First, there is no obvious warning sign available before an earthquake hit. Therefore, it is impossible to evacuate residents like the evacuation of flood and landslide prone areas before a typhoon comes. In addition, a strong earthquake can cause a wide range of devastating building collapse in a very short period of time.
Due to the recent global environmental and extreme climate change, the frequency which disasters occur has been increased, and so does the complex disasters. Taiwan not only faces the vulnerability of extreme climate change because of global warming, but encounters the impact of earthquake disaster and the rise in complexity as the result of active seismic activity. How to effectively reduce threats to people’s lives and improve the protection of property are indeed the primary objective of the current government administration.
The present study uses TELES to simulate the building collapse disaster when an earthquake hit in Chiayi County. There is an urgent need to confirm if the planned earthquake evacuation shelters in 18 townships are in compliance with requirements. The study found out that all the county townships are able to meet the needs of number of people in each refuge shelters. To sum up, the TELES system developed by National Center for Research on Earthquake Engineering can both simulate the disaster damage case when an earthquake occur and apply to the situation of earthquake loss estimation. The current study also makes follow-up suggestions to danger zone mapping, preparation of transportation during evacuation, and autonomous evacuation.
