However, pilot training is not as easy as it looks. To become a pilot, one has to go through a long process of basic flying training and with years of mission experiences. Therefore, new pilots is a very important element for the future of air force. The National Defense department has carried out a three-phase disarmament plan. In addition, more troops management policies are implemented afterwards. Will these policies influence the education and training for pilots in any way? Therefore, this paper uses qualitative system dynamics approach to evaluate the efficiency of basic pilot training in our country. System dynamics is used to understand the long and short-term development of a problem. We can discover the cause of a problem and thus, give advice. This research encompasses four subsystems which construct the basic cycle system of pilot instruction. In order to supply new pilots consistently, the pilots have to complete enough quality training. The four subsystems need to maintain a balance. With the influence of the disarmament policies, the elementary pilot manpower cycle system is now dysfunctional. Before the Air Force changes to a better environment, we can make the pilot manpower circulatory system more flexible so that it absorbs the turbulence from the currently unstable Air Force system. We can also limit the impact of the number of crew recruitment vacancies to maintain the maximum training load. We need to recruit new pilots to minimize the influence from the Air Force system, and therefore, maintain a consistent supply of new pilots for the Air Force.
