Public servants in Kaohsiung city are chosen as the research object. Data collection proceeded by questionnaires. A total of 254 valid questionnaires and the valid response rate is 90.71%. The data used to test hypotheses. The study results indicate that:positive relationship exists between psychological empowerment and well-being. Leader-member exchange has moderating effect between psychological empowerment and well-being.
