碩士 === 開南大學 === 觀光運輸學院碩士在職專班 === 104 === Abstract The subject of this research was Shan-bi Community. Literature Review, Observation Method, and Interview were applied in this qualitative research. The interviewees included residents, tourists, members of community developing committee, government authorities, and specialists. The goals were to improve community identity, upgrade self-learning, increase participations, and better environment. The conclusions listed as follows could provide references for developing a sustainable community in the future. The biggest powers for developing a sustainable community were the residents reaching a consensus, discovering local attractions and resources, and volunteering for community development. Community bases on the project community building to form community tourism development. In the preliminary development stage, it should be got the recognition by the residents and rearrange the community resource. Coordinate and reuse community resource to make industry development and increase local financial resources to improve economic and better environments. The community can be gained the largest profits to form sustainable community. The conclusions listed as follows could provide references for developing a sustainable community in the future. 1. A unified consensus could improve the community participation. 2. A promotion of community could improve the tourism and businesses of the community. 3. Activities hold in season by integrated human resources improved community developments. 4. A community needed to provide a green and friendly environment for tourists and residents. 5.
