In addition, concerning the reuse of monuments, studies show that the private sector focuses on commercial interests while foundations emphasizes on the image and marketing management. In the context above, the present study ponders when Memorial Foundation of 228 manages National 228 Memorial Museum, if it cannot take care of all the business projects as planned, how to determine which aspects to remove, and concrete recommendations are made for the Memorial Museum. This study assumes that four- group survey participants have diverse thinking styles, perspectives and positions, and analyzes their differences and similarities. With identical and varied questions, interview outlines for the four categories of respondents were respectively designed. The final results show that the government, business, and nonprofit sectors do not have much opinion discrepancy, approximately feeling that this heritage venue operation is appropriate; whereas visitors have different views, generally expecting the Memorial Museum can present more multiple, positive exhibition themes, and set up more service facilities, and thinking the theme of the Memorial Museum does not stand out enough. This research makes the following conclusions: First, the heritage venue complies with regulations and contracts for maintenance, and the use of the venue conforms with the spirit and layout of the original building. Second, regular inspections of the venue, plus compliance with the cultural property law for repairs, maintains the Memorial Museum in good condition. Third, easy access for the public; exhibitions based on the cultural property law; museum tours combined with part of the past history. Fourth, the multiple uses make the space of the venue seem more inadequate. Fifth, the monument theme is not prominent, easily neglected. Sixth, the February 28 incident can provide rich content; however, visitors have needs for other facilities. Seventh, marketing is confined as a result of the attributes of the Memorial Museum and considering how the victims’ family would feel.The main recommendations for the museum are as follows: First, owing to the uniqueness, the monument reuse is not equal to the reuse of vacant space; the space management must be around the theme of the monument itself. Second, the operation of the monument is not only about maintenance and preservation, but more importantly, its applications and the value recreation; culture communicates with commerce, to create more derived value while generating more educational function and impact. Third, make use of activities and derived product development and authorization, or solicit contributions in line with cultural property law, to gain economic independence and sustainability.
