But due to the aging problem of primary flight trainer, how to take flight training efficiency and cost into balance is a question. In order to keep every step of flight training successfully, ROCAF needs to make best assessment and planning of needs about primary flight trainer. This study take expert assessment in two steps for efficiency analysis of primary flight trainer by questionnaire survey. First, Delphi Method for evaluating assessment on primary flight trainer. Second, Analytic Hierarchy Process (AHP) of Multi-Criteria Decision Making (MCDM) for breaking down the criteria of primary flight trainer analysis by hierarchy, evaluating and analyzing the trainer by AHP. This method is to get evaluated consults by analyzing the professional opinions from three fields of aviation experts, like fighter pilots, air force aviation professors and military professors. Though AHP, the best solution is “T-6”. The weight of it and PC-21 are 0.370 and 0.367. So we can see the solution of primary flight trainer are T-6 and PC-21. In considering the needs of trainer performance on logistic and acquisition cost, the solution is better than EMB-314 for ROCAF in the future.
