碩士 === 佛光大學 === 管理學系 === 104 === The purpose of this study is to assess overall performance(OP) and individual performances, and productivity change of the 15 selected nursing departments( 5 mental hospital and 10 general hospital) in Taiwanese public psychiatric hospitals in Taiwan, over 2010-2014, and examine the effects of environmental variables on the nursing departments overall performance. This study integrates data envelopment analysis (DEA) and balanced scorecard approach (BSC) to measure four types of individual performances in terms of learning and growth (LGP), internal business process (IPP), customer (CP), and finance (FP), and. The study adopts output-oriented slacks-based measure (SBM) deta envelopment analysis (DEA) to assess four individual performances and overall performance of the 15 nursing departments. This study employs cross efficiency measure to identify the best practices in individual and overall performances, applies Malmquist index to estimate productivity change of overall performance a five-year period. Tobit regression is used to identifydeterminants on overall performance of the sampled nursing departments. The results of this study find that：(1) the exampled nursing departments have intermediate lever of OP, nine departments are efficient; (2) the departments have intermediate levels of LGP, CP and FP and low level of IPP. (3) H5 is the best practice for OP and FP; H2 is the best practice for LGP and CP; H15 is the best practice for IPP; (4) nine experienced CRS, six experienced IRS; (5) majority of the exampled nursing departments have relative progression in productivity, the progression is caused by increasing in technological change and technical efficiency change; (6) a nursing department with a high level of OP tends to have a high level of CP and FP; (7) none of four environmertal variable has a significant impact on the overall performance of the nursing departments.
