The solution includes debt, opening up financial resources and relying on central subsidies. Among them, the performance of the tax bureau has a decisive influence on financing financial resources for the local construction. Tax-related staff’s performance results in the overall performance of the tax bureau. The motivation for this research is to explore work values and realize whether job involvement affect the tax-related staff’s performance. After a literature review, divided the structure of work values into extrinsic values, concomitant values, and intrinsic values, and divided the structure of job involvement into job identification, job participation, job importance and job interest, and divided the structure of job performance into mission performance, contextual performance and innovation performance. Literature analysis and questionnaire survey were utilized to explore the questions of the research framework. A survey of 170 questionnaires was conducted in this research, with valid responses of 160 poll samples from the interviewees, which results in the valid response at an effective rate of 94.12%. The results showed:First, work values makes remarkable positive influence on job involvement. Second, work values makes remarkable positive influence on job performance. Third, job involvement makes remarkable positive influence on job performance. Fourth, job involvement works as an intermediary between work values and job performance. This study suggests that local tax bureau regularly handle training and make good use of community tools to strengthen professionalism, to create a good working atmosphere and to establish a mode for the transfer of staff training knowledge in order to enhance the overall performance of the tax bureau.
