Brought the convenience of life, mechanized industry brought the damage of ecological environment at the same time. Industrial production impacts our living environment extremely. Nowadays, We have to face the enormous changes made by ourselves. After realize the changes of environment could cause, human devoted to reduce the impact of the ecological environment. There are many ways to solve the environmental problems, one of which is to improve it through education. Through education, human can recognize the importance of environmental protection, and treat the environment in the proper way. Not only do public authorities be responsible for national environmental policy planning and implementation, but also public servants. Public servants can think from the perspective of environmental protection based upon their professional knowledge. Developing environment sustainable, all the citizens can live better. Implemented since June 2011, Environmental Education Act requires public servants should spend four hours on environmental education programs each year. Even under the programs, the public agencies are often restricted by some elements, which may cause environmental education can't success. First element, the shortage of human resources. Second element, the limited of budget. Third element, the conflict among the public agencies. Fourth element, the insufficient of materials. The environmental education programs usually use videos to express general ideas. The courses can't include all the information in four hours. All of the reasons influence the final result of the environmental protection. The main purpose of this study is to analyze how much the environmental knowledge the public servants in Hualien city can enhance after Environmental Education Act.
