Land acquisition costs of detention ponds construction should be very high in urban areas, hence how to design the public facilities as flood mitigation and landscape become a primary strategy under climate change. Roads is the most important and necessary traffic facilities for city development to raise the infiltration capacity as runoff apportion This research selected the Dali River Basin as the study area, and the lands use informations at 2008 were adopted in simulation. Applying ArcGIS for building and generatingthe hydrological and physiographic data cells. The different with of roads as permeable is considered and the effect of flood mitigation is simulated using HEC-HMS. The results shows that the larger width of roads as pavement, the lower flood peak and runoff. The flood peak at outflow of catchment can be reduced from 2.7cms for permeable width 1m to 5.2cms for permeable width 2m.
