To help SME survives under uncertain environment, it is essential for SME to enhance the maturity of project management, consistent competency development, establish capability model, such that to form company’s strength and face the fierce competition. Therefore, this study focuses in project management components and aims to observe the impact of performance competency, individual competency and organization competency toward project effectiveness and standardization in Taiwan’s small and medium enterprises. This study was conducted by Smart PLS and SPSS methods based on Project Manager Competency Development Framework published by Project Management Institute, with 242 questionnaires, and the result of this study shows that individual competency has a significant effect towards the project effectiveness, and organization competency has a significant effect towards standardization. Besides, the maturity of project management depends on the balanced human resource development, organization, processes and tools. Consequently, those results indicate that Taiwan SMEs need to implement the concept of project management office (PMO) or the enterprise level of project management through the organization. Because the implementation of PMO will increase project effectiveness and standardization which make company become more productive.
