| Summary: | 碩士 === 大漢技術學院 === 土木工程與環境資源管理研究所 === 105 === This study use the noise pollution cases of Fast Inspection Plan of Environment Protection Bureau of Hualien County during the years of 2014-2015 in analysis and research. The two-year received and processed total 4,530 cases of petition pollution. Noise petition cases accounted for 876(19.34％). Repeatedly petition (third and then )cases of the amount as many as 139(3.07％). Under the administrative politics of environmental protection organ extreme want to reduce the number of cases of petition pollution. The first thing to do is reduce the probability of suffered another petition. This study discover the degree of cooperation with petitioners is 48.07％ in first petition cases. But repeatedly third and then petition cases are up to 60.09％. If a petitioner repeatedly petitions under the behavior of doesn't provide completely pollution information or accept to many times processing and results replying of environmental inspectors should be let one the same case in infinite cycle of receive、process and reply continuously. Therefore, A petitioner injecting into cooperation or receiver of government organ injecting into advocacy as information of the case making to strengthen. The center for theoretical of this article should be prove sufficient to reduce the chance of noise cases petition again, if the degree of cooperation with petitioners can improve. Finally, 「Linear regression」analysis of the way the X to petition by the number of cases with the simulation formula proportion of independent variables, Y is the proportion of cases suffered another petition, obtained for Y = -2.168X + 1.579, confidence interval R² value was 0.999 this linear relationship of the list is sufficient possibility to petition the attitude of the case suffered another petition confirms there is absolutely relationship, looking through discussions of this study for people engaged in environmental protection or government agency reference, embarked on environmental pollution in check cases and pollution while improving, can view the process of accepting the case for defects or petition's report is true, in order to improve audit efficiency and reduce the waste of human resources.
