Summary: | 博士 === 朝陽科技大學 === 資訊管理系 === 104 === The main purpose of information system consolidation is to avoid repetitive system development and to lighten the heavy burden of government financial expenditure so that resources can be shared and the overall operating costs can be reduced. Under this goal, the Ministry of Culture in Taiwan strategically consolidates data centers and integrates information systems. The development of information, science and technology in this era is far more rapid and vigorous than how fast the public sector may apply technologies to the business processes. Therefore, it is the right operating direction for the public sector to exemplify the concept of integrated service by using “collaborative logistics”. Government agencies (organizations) should seek the power of collaboration by teaming up with experts in different information fields, positioning technology support outsourcing as “technology information provision” and internal staffing as “core value establishment”. They should use information systems to reshape the service processes and to change the public's stereotypical views of the government services. This study takes the cultural propaganda oriented government website of the National Taiwan Symphony Orchestra as an example to explore the problems faced in the process of introducing information systems as well as their solutions. Information system consolidation can actually solve the problems of repetitive system development and inadequate resources sharing.
