Since the founding of Whampoa Military Academy, conscription has become the major military policy reform undertaken by the Republic of China Armed Forces, the purpose of which was to maintain and enrich military manpower strength. Based on practical experience, quality leadership, favorable environment, solid training and bright future are proved to be the most effective factors that improve the soldiers’ willingness to retain in army. Facing the continuous low birth rate in Taiwan, attracting and keeping the talents have become major issues for the enlistment of volunteer soldiers. In the present study, a questionnaire-based sample survey was adopted on the volunteer soldiers of Republic of China Army Combat Forces to investigate the factors that impact their willingness to retain in army with the Herzberg ‘s two-factor theory. A total of 570 questionnaires were distributed and 520 were retrieved. The data collected was analyzed with descriptive statistics, independent sample T test, one-way ANOVA and regression analysis. The obtained results were as follows: 1.The hygiene factors of the two-factor theory have significant, positive impact on the willingness to retain in army. 2.
