"Low-birth rate crisis" seriously affects the competitiveness of Taiwan, and triggers a chain reaction. It will shake the country''s social fundamental and it is the fact that we had to face. Especially in private schools and tertiary institutions and technical the situation is even more difficult, it may be the key point of survival or not for colleges and universities. Whether it is to ensure that the interests of students, faculty unemployment, school construction waste, as well as local economic development and talent loss crisis, they are all tough challenges. In view of this, the universities are mustering their efforts to actively recruit students, pre-planning for the transition plan in response, which also adjust its strategy to promote education, lifelong education for business to take forward the spindle to open up financial resources, to make a serious impact on the low birth rate brings. Looking around northern Taiwan universities to implement lifelong education, the most successful school is Chinese Culture University Extension Department. An annual turnover of up to about 10 billion, net profit of about 200 million, creates many teachers jobs, so to investigate the present study, the university forward the operation of the model and lifelong education opportunities.
