The environment problem of the air quality and noise are the important issues in the life. In the recent years, it is serious that the human damages the living environment. The great damage has spread the whole earth. The phenomenon of the climate high temperature, acid rain, damaged ozonosphere and un-normal climate have threatened the human’s living, seriously. Therefore, we are the member of the earth, and we have to do some things to achieve the goals of saving energy and reducing carbon dioxide for our life environment. In the consumption equipment of the publication facilities building, the elevator systems are the most electrical energy consumption, the other electrical energy consumption equipment is the mobile fume exhauster. The fan(Dual-port multi-winged box fan), air pump is the machine that can force the air flow by the pressure different. The air pump produces the work on the air by fan and it also need large power motor to drive the fan in long operation time. It is an interesting topic to study the electrical energy in the long-time operation. In this thesis, the study of energy-saving and quality control is proposed. The energy-saving and quality control in the basement of apartment buildings is the study topic. There are some advantages of the control of air quality in the basement, reduce the damage of the CO and CO2 for the human body, the noise persecution and increase the living quality for the smart home.
