Mostly, the location of train station is central hub for every city in Taiwan, then transport network and metropolitan coordinating region were developed afterward. Railway system offers convenient life to people but also potential risk. Once terror attack on train or station, will be heavy casualties. Also makes people lack confident on such public transportation.   The experience of railway-system attack in oversea, for example, deadly sarin attack on Tokyo subway system, Madrid 3/11 Bombings and London subway bombings accompanied by large numbers of casualties and heavy property damage. It is lucky enough that first bombings on THRS didn’t cause any death or injury, but it had heated discussion on the process and official emergency management after bombings campaign come to an end.   From the view of documentary analysis of bombings of USA, Japan and European countries and research their crisis management. Then case study method to research THRS Bombings, discuss the process and response at that time. Compare with the difference of emergency plan between Taiwan and others. Also interview involved policemen and security staffs of THSR by semi-structured Interviews method. Collect and summarize their experience and idea, conclude the followings : “Building well-designed reporting system and security (screening) Unit”, “amend and add current security law”,“ joint emergency management standard” , “Improve and train emergency response for railway police” and etc.
