However, the part of fuel management research is rare. In the consideration that the fuel is modern basic commodity and it has great influence on war readiness. In order to improve fuel management safety and increase supply efficiency, we conduct an evaluation of fuel management outsourcing. The research collected foreign and domestic references and conducted an analysis on Armed Forces fuel management condition, then defined the fuel outsourcing items and evaluation factors to develop the evaluation matrix. The questionnaire was selected, reviewed, and amended based on the expert interviews. Their suggestions from questionnaires were applied by Fuzzy Analytic Hierarchy Process (FAHP) to evaluate the optimal strategic priority for fuel management outsourcing. The conclusion of this research provided the academic and practical recommendations. The research concluded the first priority for Armed Forces fuel management outsourcing is “Strategic Outsourcing” , of course it needs to take the fuel operation mission into consideration. The fuel management faces in management and technic are totally different, therefore, not all operations are feasible for Strategic Outsourcing” . The major issue is the civil capability and proficiency of fuel operation skills, thus we can decide the optimal outsourcing strategy. There are four outsourcing methods, include GOCO, Strategic Outsourcing, Labor Outsourcing, and Contracted Employee, which Armed Forces can conduct. All the four methods required procurement process to take effect. However, the Armed Forces management units have very limited personnel who have both fuel management and procurement skills, and it will affect the outsourcing implementation. Therefore, the research suggests the fuel management personnel should als have the capability to perform procurement to achieve the furl management outsourcing objective.
