The study takes case company wearable device technique as an example, using TRIZ systematic innovation theory with a view to analyzing the cause-effect and using assisting innovative software Goldfire semantic engine and internet knowledge database to help generate different technical innovative projects to provide directions different from previous engineering thinkings. Last, through two-stage Delphi and Analytic Hierarchy Process expert questionnaire, the study tries to establish technical evaluation structure and decides index weight for corporations and new technique evaluation bases to lower the risk of decision failure rate and for business research design to refer to. As for the technique evaluation part, the study categorizes five dimensions and fifteen index standards and use Delphi two-stage expert questionnaire analysis to keep important evaluation index for the reference of establishing technique and weight base. The second stage expert questionnaire analysis result shows that among five dimensions, product profit evaluation expert weight percentage is 31.98, business policy consideration and technical ability percentage is 28.87 and product quality and service percentage is 19.88 whereas product research design resources expert weight percentage is 12.54. Product development agenda needed expert weight is rather low, only 6.73 percent. The top three technical evaluation indexes include goal profit achievement, quantity risk evaluation, and core technical ability. The study takes case company wearable device technique as an example to evaluate technical research design project generation and can be a reference for business development and management.
