Rural proportion of the elderly population is higher than the metropolitan area. In remote townships with inadequate medical resources, the elderly have to reply on public transportation for their medical trips, but often the local public transportation system is underdeveloped and unable to meet their needs. Therefore, the main objective of this study is to provide local public transportation services to the elderly with medical needs, to tackle their transportation issue. This study focused on the elderly’s Paratransit service need. First it utilized semi-structured interviews to understand Shihwu Township’s current status of medical resources and public transportation service; then updated the questionnaire survey to find out (1), the elderly’s transportation choices when seeking medical assistance; (2) willingness to utilize Shihwu Township Volunteer Service Fleet for Medical Transportation and amount willing to pay for such service. This study has shown 90.57% of respondents prefer private transportation service, among those 43.40% were the elderly. In addition, the study has indicated 86.8% of respondents would be willing to utilize“Shihwu Township Volunteer Service Fleet for Medical Transportation”, if set up; and would be willing to pay up to NT$500 for such service. Due to the fact that only 26.92% of respondents are willing to participate as the volunteer driver for the car service program, the study has developed a combined solution of “Shihwu Family-Care Fleet” and “Shihwu Township Volunteer Service Fleet for Medical Transportation”, to improve the local elderly’s transportation problem when seeking medical assistance. Survey results indicated that user participation rate and volunteer participation rate are both favorable of our solution; therefore, our solution shows feasibility and practicality potentials.
