The experience from the military disaster relief or reconstruction, the accumulation of their own strategies and methods in response to the disaster, more to assist the disaster relief work; however, in its system in order to reserve the largest mobilization system, because the system contains a powerful reserve of energy, and another reservist status is "Local folks" to protect the family, insurance products is sparing no effort.
The military reserve system in disaster relief missions, although sent troops to participate in disaster relief mission after hard work the community has suffered a lot of criticism that the dispatch of troops too slow to grasp the disaster is not real, inadequate disaster relief equipment and other issues, such criticism has derived from many problems, the real value of thoughtful review of the improvements.
After the present paper on Disaster Prevention and Relief of the relevant literature see issues were discussed, and using SWOT and TOWS tool for policy analysis, aggregated six major surface (surface and regulations, command mechanism, disaster relief and marshalling troops deployed, and relief equipment, supplies and relief training, disaster relief funds and local, civil society and the media to promote its cooperation surface) of the corresponding policies and to assess their feasibility and efficiency, and is then presented to the military reserve system on substantive and researchers suggest in the study of energy in future disaster response mechanisms to strengthen the reserve system, it can save energy for maximum effect to achieve a considerable degree of effectiveness of disaster reduction and relief for the people certainly, to reach a final safeguard people's lives and property safety of the mission.
