When the event of a major disaster, the case of rescue units unable to reach the scene in time to deal with the first problem. Disasters prevention stronghold and road setting is one of the key factors that affect the severity of the disaster. Only residents cultivated the ability to face of disaster forefront of autonomy, it can reduce of disaster and loss of life and property. From the community residents to evacuation shelters, protect and rescue, disaster prevention and rescue strategies and planning level, the existence of evacuation site is required to have the convenience of use, effectiveness and comprehensiveness. The most important is that to really integrate into the daily life of the general population, through the community cognitive of environmental space, the residents choose spend the shortest time and to do efficiently escape behavior in the event of a disaster. To promote countermeasures disaster response agencies enhance the effectiveness of relief efforts. Therefore the evacuation personnel cognitive of the community environmental space will be a key to the success of the evacuation behavior.
In this study, Keelung Pai Fu community as a case study communities. For the space community of environmental factors, by site investigation method, action figure method, unity drawing method and ring domain analysis of geographic information systems, evaluate community residents the cognitive distance and direction. To analyze the community evacuation site of the lower availability regions and the lack of evacuation site cognitive factors on evacuation route. As a reference when the government departments and related research in the future on planned the community disaster prevention space.
Through site investigation method to survey the space environment of Pai Fu Community, by cognitive map and action figure method to survey community resident awareness of the community space environmental factors. Found from the analysis of awareness of space environmental factors, community main roads and secondary roads clearly presented checkerboard sequence, therefore community residents for community space environmental factors is easier to grasp. After the literature analysis found a higher awareness of the space environment factors, mostly the facilities of the living spaces, road nodes, provide livelihood material needs of builds, etc. Factors and residents there are special emotional, easier to arouse the memory of the residents. For example, community residents for community spaces of schools and parks with higher cognitive because they belong to residents' daily use of more frequent public places. Affecting of cognition factors are residents main scope of activities and the amount of fixed lines, the amount of cognitive factor and the unique of cognitive factors, among them, the residents of the main scope of activity is very huge impact.
When planning the evacuation system, it did not cognitive deflection into consideration, will result in the crowd situation of conflict or confusion of the evacuation direction. Therefore recommended the low levels of cognitive for evacuation route and evacuation site, in addition to by regular advocacy and disaster prevention exercise, can also set up the evacuation indicators, the road pavement, with the identification of street furniture or planting other techniques. Shaping the uniqueness of the evacuation route in order to enhance awareness of access to shelters.
