The main purpose of the study as follows: First, explore a small country, Taoyuan City Reading execution of the education factor. Third, make recommendations based on research, for educational administration, small countries and relevant education officers. This study literature analysis and depth interview, the first to collect relevant literature, as the theoretical basis and the current status of implementation of reference. Then according to the results of the literature analysis, interviews outline prepared for Taoyuan City, a small country on behalf of their teachers and parents were interviewed in order to understand the education of staff for the implementation of the first line of the case read the policy, the factors affecting the implementation of the policy, and policy implementation Lack and improve practices for analysis and exploration of the empirical. Empirical Analysis of interviews and then make an integral part of the order, draw conclusions and make recommendations for the relevant reference unit. The results of this study found the following: First, the implementation Background: Nowadays social and environmental impacts of education, parents and students to enhance the importance of reading education. Second, the Executive willingness and ability: the reading program can improve the implementation capacity of teachers; with time will affect the implementation of the will; education teachers are reading the main actors; reading contest formality affect instructor will. Third, the implementation of resource: Governments, civil abundant resources; schools should make their own application for funding; school resources enough to help teachers promote reading education; library resources needs to be strengthened to improve. Fourth, the interaction between policy actors: the school and the main administrative organ of communication in writing; high school to promote reading a consensus, mainly communicate through formal meetings; Multiple communication between schools and parents, mainly in writing. V. Reading Education Features: the most effective and have the characteristics of the school to promote reading activities; and Creation; the introduction of external resources; teachers' professional. Finally, according to the findings, recommendations for educational administrative offices, schools and administrative units of future generations of researchers.
