Among all, elementary schools suffer the most, especially the schools located in the rural area. Such challenge leads to a reduction in the number of teachers, classes, and even schools. To overcome this challenge, the popular Innovative management or Differentiated teaching, advocated by the Taiwanese education department, maybe the means for schools to differentiate and thereby attract public attention and increase the number of enrollers. Innovative management has been implemented in most schools, however the execution differs. Low fertility rate not only leads to insufficient number of enrollers, but also stimulates the level of competition between neighboring schools. To provide an in-depth analysis, three elementary schools from the Hsin-Feng area have been selected as a sample group to evaluate the correlation between Innovative management and the changing number of students. This dissertation selects secondary research (literature review), primary research (data collection), and in-depth interview as the research method. The three schools concluded that the critical factors towards a successful Innovative management are 1) The attitude and leadership of the principle 2) The strategy and supportive of the administration 3) The recognition and execution of the teachers 4) The communication and co-operation between teachers and parents 5) Resource integration and usage. Of which, factor (3) has been unanimously adopted being the most influential. Despite the obvious geographic location advantage, the key to School A’s surge can be concluded to 1) The promotion of student societies and clubs and 2) The innovative teaching from certified teachers. The dissertation suggests that for a rural-based education institution to pursue sustainable development under a competitive environment while minimizing the influence the low fertility rate, advanced resource integration, student-oriented innovative management and the emphasis on branding and marketing become crucial. With these tools combined, a comprehended layer of management and core value may be established where parents’ need may be accurately captured.
