On the time axis, the evolution of viruses become increasingly complex, new types of bacteria’s and viruses’ strains are also more and more found by us. On the biological axis, the developments and the spread of infectious diseases, and the infectious ability of mutation of infectious diseases are all together amazingly and abnormally rapid; the ability of mutation and evolution of infectious diseases can cause different infections in inter-species, inter-communities or inter-races. Because the evolution and mutation of the viruses are so rapid, and their infectious abilities are becomingly so strong, which cause the Centers for Disease Control or related organizations of all states to focus cautiously on the monitoring of the new types of infectious diseases and its latest developments’ management, and the research about its related countermeasures ,and try to pin down the spreading of epidemics on and on. How to more effectively control the epidemics and more secure the security about human health care will become a major issue. The R.O.C. has been encountering severe infectious epidemics such as SARS(initialed from severe acute respiratory syndrome)、bird flu、MERS-CO、A/B types of flu…etc; these types of statutory infectious epidemics which are transmitted via air 、or by saliva 、or by phlegm; once when it becomes an outbreak, the density of population in metropolitan area ,and the convenience of transportation will justly facilitate the ways of the spreading of epidemics’ viruses. Large scale of group infections will occur and wildly spread domestically. Even cause the spreading of large scale epidemics. So,how to control epidemic situation effectively, and more secure the security of medical staff will be a big issue. Taipei city has the most dense population, poses the most convenient traffic pivot in the R.O.C. If epidemics invade from foreign territories into here and cause outbreaks, Taipei city needs to mobilize a large number of medical resources, dispatch all usable ambulances in Taipei area network to carry patients (including its original medical units of ambulance personnel), so the research object of this paper is about the upgrade for the front line of domestic fire department ambulance’s ability to carry patients and its staff safe and sound. Based on the security protection experience of our country in the domestical outbreak of severe acute respiratory syndrome (referred to SARS, as an initial) in 2003. We hope the research results of this paper can improve the protection for all related medical personnel from the emerging threats of infectious diseases’ virus. We also expect that, by this research, we can protect the front line of medical personnel who are now facing threats of the emerging new types of infectious diseases, reduce the possibility of infection from these diseases, to ensure their combat power as well as to enhance security protection for them.
