碩士 === 國立中正大學 === 勞工關係研究所 === 104 === This study focus on the vocational training courses process and performance differences in public vocational training course after Adopt Competency-Based Program Quality Certification system. The impact on the organization and its members. The difficulties encountered when adopting the system, and made recommendations for the system. This research collected qualitative research, through in-depth interview, have four conclusions：First, adopt Competency-Based Program Quality Certification System can promote the training Standard Operating Procedures, and enhance the effectiveness of the courses. Second, Competency-Based Program Quality Certification System may increase the administrative work load of members. Third, the main difficulty at adopt Competency-Based Program Quality Certification System, was the industry experts couldn't achieve a common consensus. Finally, lack of the awareness, credibility and reward incentive is the main problem on implement this system. Expect this study can let Competency-Based Program Quality Certification system more perfect, and improve the quality of competency.
