The FEPZ proposal has been approved by Executive Yuan as of April 2013, and until personnel change in Legislative Yuan as of February 2016 official in Taiwan indicates that the content of FEPZ proposal requires further amendment. Furthermore, indicates that the draft will not undergo review process upon its appointed date. During this period debates regarding FEPZ between industries, scholar, government official and non-government organization (NGO) have occurred. The purpose of this dissertation attempts to collect relevant information via literatures and gather opinions from different parties through interview, to re-examine positive and negative result of value-added agriculture policy in FEPZ.
First of all, the dissertation will analyze special regulation draft review process for Free Economic Pilot Zone (FEPZ) at policy level. Secondly, to explore the pros and cons debate between government official in Taiwan, relevant industrial owners, scholar and relevant NGO during deliberation period for FEPZ. (with value-added agriculture policy as the main focus). Finally to further explore the possible level of impact upon approval of the policy, in addition, to consolidate the recommendations of value-added agriculture policy from all relevant parties.
This study implements documentary analysis and in-depth interview, the literatures applied include but not limited to government official, scholar, NGO, press. Opinions are gathered from the above group for analysis, and to view the debate over FEPZ legislative process. In addition, to focus on value-added agriculture policy and attempt to analyze the potential benefit and drawback which may impact Taiwan. The interview is based on semi-structured method. This study hopes to obtain observation from different angle on this FEPZ policy and attempt to complement current literatures from the interview.
The result of documentary analysis and in-depth interview are gathered and consolidated into several topics, these topics are used to illustrate the debate status of added value agriculture policy from all parties. These topics are the allocation of value added agriculture category and profit, the economic impact on Taiwan of value added agriculture in FEPZ, the impact on Taiwan when agriculture raw material been imported from China, the impact on market in Taiwan when products are been sold from FEPZ, the impact on international market when exporting goods from FEPZ, the view of vendors in FEPZ when using foreign agriculture product, the welfare support policy when there is an impact on the agriculture labor market due to FEPZ, the impact on the labor market of added agriculture in FEPZ, the expected benefit of MIT branded goods in international market, finally the study will provide recommendations on added agriculture in FEPZ.
