In recent years, Taiwan breaks out the industrial safety and food safety issues one after another. For the government and enterprise in Taiwan, it is required to face and properly handle but how to improve and change is more important. This also displays that CSR is very significant for Taiwanese enterprises. The past decade has seen increasing interest in the corporate social responsibility(CSR)in the workplace. However, researches on CSR are predominantly focus on theoretical models proposition, the empirical research about CSR in field operation is few and unclear. To our knowledge, CSR strategy related issues in small and medium-sized enterprises(SMEs)are limited to understand(MacGregor &; Fontrodona, 2011). Alongside the burgeoning interest in CSR, there is an explosion of interest on the topics of organizational CSR strategy, ethical climate in the past decade. Hence, the study proposed a full model to explore the relationship between CSR, organization and employee outcomes. This paper were multilevel in nature, with department and individual level. This paper indicates that CSR positive related to its’ ethical climate and this ethical climate positive related to corporate image. In the other side, ethical climate doesn’t related to organizational performance. For testing mediation effect, this study indicate ethical climate doesn’t mediate the relationship between ethical leadership, corporate image and organizational performance. In the cross level influence, the results also show that ethical climate would positive related to perceived role of ethics and social responsibility, organizational citizenship behavior and organizational commitment. We use hierarchical linear modeling(HLM)to analyze our model. We conducted a survey of a sample of SMEs in Taiwan. We collect 54 departments from SMEs in Taiwan to test our hypotheses.
