There will be low quality of service(QoS) in marginal areas of cell coverage, lower SINR or high density of users area. Today, wireless network technology become more developing, as a result of users need more service of wireless network. The conventional cellular network environment has gradually can not meet the needs of most users. In heterogeneous networks the cells of different sizes are referred to as macro-, micro-, pico- and femto-cells; listed in order of decreasing base station power. Heterogeneous cellular networks is a way to expand an existing macro network, while maintaining it as a multi-level network. Besides deployment macro cell BS, we also deployment more small cell BS in macro cell coverage. There are a lot of subject of allocating limit resources have been researched. In this work, we consider a way to associate the users, which connecting the BS. We deploy femto cells in macro cell coverage.We associate the users to attach femto cell BS priority, and limit the number of user attached the femto cell BS. Through this deploy, we calculate the throughput of all users in the system. Compared to the conventional user association, which only based on the strongest received downlink signal, our proposed method of optimal user associating decision can avoid too many users to share the BS resources,and enhance the system throughput.
