The operational performance evaluation was first conducted using the dynamic data envelopment analysis method to explore the causes resulting in the inefficiency of other railway companies. The influence of the input and output items on the efficiency value were explored using the differential variables and sensitivity analysis. The empirical results showed that: (1) the total technical efficiency analysis indicated that 12 railway companies have relative efficiency, accounting for about 24% of all DMUs; the pure technical efficiency analysis found that 14 railway companies have relative having efficiency, accounting for about 27% of all DMUs; (2) the scale efficiency analysis revealed that the inefficiency was mainly due to the inefficiency in pure technical efficiency of 33 railway companies, accounting for about 65% of all DMUs; and the inefficiency was mainly due to the inefficiency in scale efficiency of 6 railway companies, accounting for about 12% of all DMUs with the 6 railway companies all under the state of increasing returns to scale; (3) the suggestions on input decreasing or output increasing were proposed through the differential variable analysis specific to the relatively inefficient railway companies; (4) the sensitivity analysis found that the employee number is the most sensitive in the total efficiency value versus the input items and the route length is the least sensitive input item.
