If a teacher actively put forward an opinion for the solution to school, it’s expected that school may review and improve. If a teacher has negative conception towards school or supervisor, even complaint or criticism, it may be adverse effects for school’s long-term development. Both opinion expression behaviors can be obviously found in school, and every teacher tends to express his/her opinion. School is teacher’s work environment as the features of educational institution are different from those of external enterprise organizations. School will form its own organizational culture through the factors such as school personnel, institutional norms and values as well as beliefs, etc. When a teacher indulges in different culture, his/her opinion expression could be influenced.
This study aims at teacher’s personal characteristics and opinion expression for exploration, intending to understand how a teacher influences on his/her opinion expression behavior under different school organizational culture. In order to understand the phenomenon for teacher’s opinion expression in workplace observed by the writer, this study conducted data collection with questionnaire for research object including public junior school teachers in Taoyuan County. The purpose of study is expecting school to shape environment, allowing teachers to express opinions with suggestions and decrease their negative feedback towards schools or supervisors. Some proposals made for organizational management will let school’s supervisors further understand influences caused by teachers’ psychological levels and environmental factors, and improve school’s harmonious atmosphere and effect.
After data analysis, it concludes that (1) a teacher who serves as administrative duties is easy to have voice behavior; (2) a teacher who is biased toward internal control tendency is easy to have voice behavior; a teacher who is biased toward external control tendency is easy to have cynicism behavior; (3) contingency culture and hierarchy culture in school organizational culture have no significant effect towards moderating effect between teacher’s personal characteristics and voice behavior; (4) contingency culture and hierarchy culture in school organizational culture have moderating effect between teacher’s personal characteristics and cynicism behavior. This study confirmed that teacher’s personal characteristics and school organizational culture have direct and indirect influence on opinion expression, which can provide the school management with deeper understanding for teacher’s opinion expression behavior.
