As glass material melts, it is necessary to add fluorite as flux to lower the melting point. The fluoride, which is generated during the process, spreads in gaseous or granular form in the air and then covers the vegetation surface to affect the plants’ growth and production. Hence, the difficulty of air pollution control in Glass Fiber Industry is that fluoride is accumulation. When fluoride accumulates below 50mg/kg in leaves, it is possible to lead the crops (bananas or corns, etc), which are sensitive to fluoride, to yellow, dry out or damage leaf margins. This research is to inquire the glass fiber manufacturer in Huwei Park of Central Taiwn Science Park, Yunlin County. Due to the public nuisance dispute caused by fluoride pollution, the study was analyzed by scene investigation (including objects and area, etc), the statistics test data analysis, and environmental movement data (local residents’ protests and related staff’s qualification requirements analysis). The study shows that: (1) Fluoride that the plant emitted has polluted the farmland around acutely, and the scope seems to cover up to 5,000 meters. The severest area is located at the south side of the plant. (2) According to the crop fluoride test data shows, the fluoride accumulates in plants. The contaminated leaf margin, leaf apex, and leaf surface will turn into dried and withered appearance. Some fruit of crops (guavas and bananas, etc.) appears black and rotten surface. (3) According to the verdict of public nuisance dispute, the compensation is 348 million dollars each year. The compensation apparently could not make up the rent deficiency. According to the Stationary Pollution Source Air Pollutant Emissions Standards in Taiwan, the fluoride emission standard is 10 mg/Nm3. The result shows that the standards should be stricter. Although Yunlin County has proposed a draft to enhance the fluoride emission standards (2 mg/Nm3), the draft has not been passed the deliberation and enacted. Hope the related units could put more attention on this issue.
