Especially for irrigation water managers, how to improve efficiency in the use of water for irrigation has become vital to today's challenges. How the process of water resources for irrigation rational use of surface water and groundwater has become an important research topic. In this study, the theoretical analysis of bankruptcy for irrigation water allocation was proposed as an appropriate method. From data collection and analysis, the water demand and supply was known. Then the bankruptcy method was used to analysis optimal water allocation of Cho-Shui Canal Irrigation District. Bankruptcy theory has the advantage of simple and fast for solving the irrigation water allocation problem. The result showed that constrain equal-awards rules was suitable for allocation surface water resources and groundwater resources both. It can reach the goal of the fairness and reasonableness. Through the allocation procedure, the deficit rate would be decreased from 53.9% to 13.2%.
