Every torrential rains, people and property losses are costly. People's lives miserable, regional industrial and economic development is quite difficult. Via literature review and expert interviews, this study collected factors of emergency urgent hydraulic projects, and analyzes the relevance of different aspects important factors, and finally investigates the important factors increase the risk of the cost of urgent hydraulic projects and emergency response countermeasures proposed. The results showed that the risk of urgent hydraulic projects cost contingency important factor meter four aspects (party of factors, subcontractors factors, industrial safety and environmental factors, financial and policy factors), summarized the 13 important factors. Among them, party of factors was highly correlated factors affecting influence and control of the project cost risk the greatest impact of the aspects. Subcontractor factors affecting most important aspects of the front four factors as "subcontractors mobilization capacity is insufficient", "sub-suppliers and construction capability inadequate", "bad quality of construction subcontractor", and "subcontracting lack of vendor management capability" shows the importance of water conservancy emergency subcontractors in construction cost risk, contractors and subcontractors combined with strategic alliances, the contractor must be careful to select subcontractors to help improve the performance of the performance of the site, and to face and deal with problems with so to minimize the loss. The four important aspects of project cost risk indirect interaction party factors, industrial safety and environmental factors, financial and policy factors all aspect subcontractor management and mobilization and construction. Therefore, in addition to outside subcontractor’s excellent choice for A-side factors, industrial safety and environmental factors as well as financial and economic policies of the factors for effective management, can help to reduce the adverse impact of subcontractors in these three aspects. The study expects to provide units in the planning engineering, cost control important factors for the adoption of necessary measures to improve the management of reference.
