Every county in Taiwan is promoting multicultural art, and buskers are very important elements of the city. Buskers not only bring public entertainment, but also add a lot of artistic appreciation and creativity for the public. Buskers are the most important key to perform arts. The goal of the study is to discuss buskers, and to understand their development and mentality and their interaction with audiences. In early Taiwan, buskers were often expelled. After the establishment of Taiwan Busker Development Association in 2003, the association implements legal test for buskers and constantly promotes street art performances. In order to understand this development process, the study performs in-depth interviews from March 26 to April 30 in2015 with 13 buskers who perform on the street regularly. The data is analyzed by the method of content analysis. The duration of every interview is about 1-2 hours. The interviewees are asked whether they consent to be recorded or not. Then, the researcher organizes the data and further discusses the results and the conclusions. The results show that there are gaps between busker’s lifestyle in the city and in the county. The development in the city is more complete and perfect than country. The remote region without many tourists needs to be promoted. With higher cultural level, people need higher level of appreciation, and how to attract and interact with audiences is a major subject. Buskers need to innovate, attract audiences, always observe the audience’s hobby, and share their own stories to attract more audiences, etc. Buskers can’t be lazy and they need to learn with other buskers to pursue excellence and innovation, to enhance their capacity to meet the lifestyle of society, and create a more diverse city charm. The study recommends establishing of a platform for buskers to help country to make a cultural promotion, combined with the local activity, create the impression of the unique culture, and conduct marketing for a city. The study recommends government establishing some practical lectures and courses for the people who want to be buskers. The government should invite well-known buskers to share the experiences of the preparation of the exam, the difficulties encountered in the streets, the interaction with the audience, and the increment of the personal charisma, etc., to make greater publicity and promotion for buskers.
