The most dramatic impact is the greenhouse effect. Countries around the world are actively promoting a low-carbon urban layout which will reduce the total transport distance and reduce carbon dioxide emissions. This research develops a mathematical model to solve the layout problem for a new town in Kaohsiung City. We discuss that how to plan building density problem, location selection of land use in different categories, and transportation routes for the new town. The objective function of the grid-type layout is to minimize the pollution costs generated by transportation and building density. After verification of the model, this research then develops a solution algorithm by using simulated annealing logics.This heuristic algorithm trys to optimize the building density in blocks, the grid-type layout, and transportation routes. The results of sensitivity analysis show that the building density ensures the population higher than requived population and a better safety – distance can be found. Ultimately, this study can help the urban planners through systematic analysis proposed in this research to increase planning efficiency and improve planning quality.
