This study used a quasi-experimental study design with two-group repeated measurement. Subjects were recruited by using purposive sampling from two community health centers in new Taipei city . One community health center was allocated into research groupfor receivinge empowering counseling services and another was assigned into control group. The empowering intervention lasted for six weeks and received service once weekly.The measurement times of this study were right before receiving intervention, after intervention 2 weeks and, one month follow-up after the intervention. Results of this study showed that comparing after empowering intervention 2 and 3 months follow-up, the self- efficacy, health promoting life styles, and cessation ratesof subjects in research group increased singificantly . Although subjects in control group increased their self-efficacy in quitting smoking, health promoting life-styles, and smoking cessation rate after receiving the regular counseling services, subjects in research group have a higher increase rates than control group after receiving the intervention and the differences for research group reach the statistically differences This study suggested that the applying empowerment concept in the current smoking cessation case management service, creating a supportive environment, and providing case- centered services when provided counseling services. In order to maintain the successful smoking cessation behavior, the the most important strategy for health professionals is to listen actively by using empowerment attitude and reflection during the education process and to quit the smoking by promoting their healthy life styles to strengthen their making healthy choices.
