After 12 years efforts, the manage technique getting matured day by day and the Military internet virtual separation make the electronic official documents application and transferring safer than the non-governmental enterprise. But also because of the virtual separation, present Military document transferring system could only be used in the interior server. Though different units have their own fire wall to increase the document safety, it still has many problems at the real document assignment. At this efficiency age, if document be delayed by the reason of that the staff officer is on vacation or just not in the office, could cause an unrecoverable mistake. This study is to use the safe cloud environment to handle the electronic document to let the utility of electronic document system more flexible and instantaneously, also to promote the utilize level and efficiency of Military electronic official documents transferring.
