The researcher has also interviewed the local parties related to tourist-oriented gaming business based on the present police administration and public security conditions of Penghu region. According to the results of the literature reviews and findings from these interviews, the research summarized the possible impacts on public security of setting up tourist-oriented gaming industry in Penghu and concluded with some corresponding solutions. The result of this research finds that setting up tourist-oriented gaming industry in Penghu region may result in public security problems as follows: 1. General impact on public security and criminal issues: Setting up tourist-oriented gaming industry may increase the number of conventional crimes. Such as prostitution, pornography, illegal gun possession and drug abuse. And it is also associated with illegal activities including underground banking, rampant usury, money laundering, and tax evasion. Moreover, gambling and gamblers may cause illegal debt collection and other crimes caused by large debts. In the case of illegal gambling, such a problem can be aggravated. Lastly, family violence and traffic safety issues may arise as well. 2. Serious impact on public security and criminal issues: Some examples here are gangsters and criminal organizations meddling the gaming businesses, government corruption, and terrorist attacks. 3. Regional-specific impact on public security and criminal issues: Some of the examples are political corruption, briberies, and improper campaign contributions. Besides, because Penghu is located at the middle of Taiwan Strait, it is not easy to take preventions of criminal activities, like smuggling of people or goods. Furthermore, in view of the current cross-strait political condition, the to-be implemented Three Direct links/Mini Three links (which are currently at the pilot stage), and the lifting of restriction towards tourists visiting Taiwan from mainland China, it is important to take national security and the possibility of China's infiltration into consideration. 4.The Impact on Morality and other social issues: Setting up tourist-oriented gaming industry may not only deteriorate social values such as thriftiness and diligence but also alter the simple, down-to-earth personality of local people. The sense of belongingness to one’s community may be weakened as well. Some other problems may be caused, include changing the customs and habits of people and the traditions of the society, increasing the pathological gambling population, polluting the mind of youngsters, and causing family as well local environmental problems (such as traffic congestion, noise pollution, and littering). According to the above-mentioned public security issues associated with setting up tourist-oriented gaming industry in Penghu region, the research has proposed concrete solutions from eight different aspects as follows: 1. Strengthening the research on the monitoring of public security associated with tourist-oriented gaming business. 2. Actively involved in tourist-oriented gaming industry plans. 3. Strengthening public security maintenance and increasing investment on relevant hardware and software. 4. Setting up a rigorous casino internal management and monitoring system. 5. Linking up with social welfare institutions for handling pathological gambling. 6. Taking the measure of tourism policing for tourists’ safety. 7. Enhancing safety management measures for tourists from mainland China. 8. Implementing anti-terrorism measures for protecting the safety of Penghu region.
