The main purposes of this study include: 1.To review the focuses, development and implementation of the policies of mother tongue language learning of immigrant students in elementary schools at both of the central and local government (New Taipei City) levels in Taiwan. 2.To explore the learning of mother language of immigrant students in surveyed elementary schools. 3.To explore the problems faced by students while learning their mother tongue language in surveyed elementary schools. 4.To analyze the strategies adopted by students while facing language learning problems in surveyed elementary schools, as well as their expected assistances for solving related problems.. 5.To propose useful suggestions, based on the findings of the study, for the reference of reform of future policies. A self-designed questionnaire was used as the tool of this study. By using stratified purposive sampling, the sixth grade students with immigrant parent in elementary schools sponsored under the “national new immigrant torch project” in New Taipei City.” was chosen, and 151 students of the 12 elementary schools in 2014 academic year were surveyed. Finally, with a response rate of 67.55%, 102 valid questionnaires were collected and analyzed. The conclusions of this study were as follows: 1.The “national new immigrant torch project” has been initiated and co-promoted by both of the Ministry of the Interior and the Ministry of Education since 2012, aiming to support the new immigrants and their children. 2. New Taipei City initiated the “national new immigrant torch project” in 2007, which was earlier than the central government, and this project has been promoted in cooperation with schools. 3. The majority of students aware of the importance of mother tongue language learning, and look up for achievement, but those who really took the courses are considerably fewer than expected. 4. There were close positive correlation among the “participation of students in activities, the degree of satisfaction about activities, and the degree of improvement required" and "the severity of the problems".. 5. There was no significant difference in “the participation in the activities", "activity satisfaction", "severity of the problem" and "the degree of improvement required" among students of different backgrounds, such as gender, family socio-economic status and nationality of the immigrant parents, But significant difference was found among students with different residential status of parents.. 6. The amount of funding from the “national new immigrant torch project” has no significant effect on the participation in the activities, as well as the satisfaction of students about the activities. 7. A number of students expect that more courses of different kinds of languages can be provided, and the time arrangement of courses can be adjusted in accordance with their need.
