However, these services contribute for the regulation of disasters a lot. The concept of「Ecosystem-Based Disaster Risk Reduction」was declare on the third World Conference on Disaster Risk Reduction held in 2015 by United Nation. Eco-DRR are strategies that emphasize to enhancing the quality of ecosystem services by restoration and maintaining the health of ecosystem to reach the goal of disaster risk reduction. Meanwhile, with the multiple benefits provide by ecosystem services, this strategies also help address other development goals at the same time, such as improvements in landscape、culture and other human well-being in City region. The degradation of environment lead to low quality of ecosystem services in high-intensity land use city urban area. Cities are faced to not only the increasing of nature disaster risk raised by environmental degradation, but also of the risk of extreme natural events caused by climate change, which happened because of the emission of greenhouse gases mostly from Cities. It’s an urgent for cities to build natural infrastructure utilize the limited space in cities to create more eco-up structures. Take Taipei City as an example, This study have three goal to achieve including: 1.Clarify the concept of Eco-DRR utilizes literature reviewing and interviews with experts method;2.Discuss the constraints and opportunities for communities in Taipei City to develop Eco-DRR;3. Developing Indicators system to estimate the potential of community in Taipei City to implement Eco-DRR utilizing Fuzzy Delphi Method and the result of co-benefit analysis. The results of this study reveal the followings: 1.The constraints for communities in Taipei City to develop Eco-DRR are:(1)The way of promoting disaster resistant community in Taiwan(A. Short period of promoting activity. ;B. Not involve the action that change the environment physically);(2) The strategies of Eco-City are contentious.;(3) The institution nowadays is not able to spread the risk that form the process of concentration of population and resource.;(4) The types of land use are not according to It’s risk degree .;(5) The ecosystem services have on market value in city region. 2.The opportunities for communities in Taipei City to develop Eco-DRR are:(1) Combined project with 「Integrated Community Development」;(2) Utilizing the existing database with geographic Information System.;(3) The rise and changing of civic consciousness. 3.Established 14 indicators including those with higher weight following:(1) Green cover rate and it’s distribution (0.0781);(2) The building coverage ratio of potential area of landslide (0.0781);(3) Integrated disaster risk reduction planning with Environmental Assessment(0.0781);(4) Open space quantity and its distribution (0.0748);Water body and pervious pavement areas and their distribution (0.0733), and so on.
