The considered criteria in evaluating English learning center locations can be qualitative, such as substantiality and accessibility, or quantitative, such as profitability and cost. Moreover, criteria may have different importance. Thus, fuzzy multiple criteria decision making (MCDM) can be a suitable method to assist in evaluating English learning center locations. The purpose of this research is to propose a fuzzy MCDM method to help an investor to evaluate English learning center locations and select the most potentially profitable one. Fuzzy MCDM provides an effective framework for comparing English center locations that involve evaluation of multiple criteria. Both qualitative and quantitative and the different importance weights among criteria will be considered in the model. The membership functions of the final evaluation value can be developed by using “α–cuts” and arithmetic operations of fuzzy numbers. The defuzzication of maximizing set and minimizing set method is suggested to rank all the final fuzzy evaluation values to assist in decision making. A numerical example demonstrates the feasibility of the proposed method.
