Through recruiting and retaining voluntary soldiers, the quality of the army can be enhanced and the length of mandatory military service can be shortened into a four-month conscription, hence, the system will help release more human resources into national economic developments earlier than it used to be. For such reasons, the promotion of voluntary recruitment is in urgent need. This study examines the relationship between the incentives of military service in voluntary recruitment, voluntary soldiers’ sense of satisfaction at work, and their retention willingness. Based on international and domestic researches and studies, the Ministry of National Defense’s incentives of recruitment and retention were categorized into four aspects: payroll and benefits, career development, environment and facilities, and retirement and relief council. By investigating the relationship between soldiers’ sense of satisfaction at work and retention willingness, the incentives of voluntary service in the future can then be modified more effectively. This study used quantitative research method and surveyed voluntary soldiers from a Chemical Warfare Group of Republic of China Army (ROCA). A total of 172 (86%) valid samples out of 200 questionnaires were obtained. By examining the relationship within each aspect, this study aims to establish an academic theoretic groundwork for further reference when the army reforms the military service system and plan for future incentives of voluntary recruitment. The results of this study indicates that the demographic variables significantly affect the incentives of military service, sense of satisfaction at work, and retention willingness. In addition, it shows a strong relationship between the incentives of military service and sense of satisfaction at work, the incentives of military service and retention willingness, and sense of satisfaction at work and retention willingness.
