Followed by the“Jing-Jin program”and“Jing-Tsui program”, the population of the NAF downsized to 215,000 in the end of 2014. To meet the needs of the National Defense and the development of the country, a transition from a“half compulsory-half volunteer”to an“all-volunteer”military system is required. The goal is to create a modern army with a smaller size but still strong and powerful. Under the new volunteer military service program, the first female troop has joined the NAF since 1991, which transits the military service system from uni-gender (all male) to bi-genders (female and male). However, many female colleagues chose to discharge after fulfilling their military duties. This makes the NAF suffering from a heavy brain drain, and furthermore it is a huge waste for the National Defense resource.To stop this brain drain, four aspects need to be considered carefully: recruitment, training, dispatch, and maintenance. This study aims to investigate whether the compensation and benefits, operating characteristics, work commitments, and satisfaction would affect the willingness of NAF female colleagues to keep staying in the military. 300 questionnaires are issued to female colleagues in the logistics units of the R.O.C army. 10 invalid questionnaires and 290 valid ones are collected.
