The proper allocation of medical resources is the basis to establish the ideal healthcare system. The accessibility of medical resources is often considered as an important factor to personal health services utilization. For the residents in different areas, the enough of medical resource affects the equity to see doctors, and further may also affect the health of residents. This study refers Andersen’s four stage behavior model of health service utilization which is built in 1995, and modifies into three factors: environment, population characteristics, and health outcomes. By using 2012 governmental statistics, the study explores the association between the death and utilization data of top three chronic diseases and the accessibility of medical resources. The results show that most townships in the eastern coastal areas and near the central mountain have higher standardized mortality rates and medical expenses of national health insurance. According to the results of multiple regression analysis, the population characteristics is an important factor which is associated with health outcomes, and the rate of indigenous people is a significant variable. The accessibility of medical resources is often considered as an important factor to personal health services utilization.
