This analysis process works based on innovative body characteristics on innovation dissemination theory. It is mainly focus on four parts that policy and development, economic efficiency, performance improvement and information security management and control, etc. The conclusion developes the application, we makes sure to establish its direction and incentives. Follow up advises can offer the Ministry of National Defense develop the application in the future, First, it can enhance military visibility by enrollment, visit the war camp and install war camp application. Second, training of military type application software development and technology. Third, the implementation of the public made use of smart phone. Forth, avoid the people with bad intention leaking.
