In exploring the national security vulnerabilities, most people find that the intelligence failure was the main cause. Therefore, in order to ensure national security, strengthen intelligence and counterterrorism capabilities, the U.S. government has taken a series of innovative steps, aiming to boost its abilities to collect, analyze, and share intelligence. However, with globalization, the development of terrorism has become more international. In recent years, the terrorists created a global network system, joined forces with organized crime, and used Internet technology to engage in criminal activity. The combination of the three has caused more changes and uncertainty of terrorism, making terrorists break through the boundaries of geographical boundaries and posing a serious threat to the global security environment. As the global leader in counterterrorism operations to pre-emptive counterterrorism strategy, the United States has been actively engaged in the task of combating terrorism, especially in the area of intelligence because it is the key to decision-making. In the process of intelligence reform, the United States has demonstrated innovative ideas, whether it is the Patriot Act to merge intelligence with law enforcement, the establishment of a Fusion Center, or the efforts of positive counterintelligence. With the “security complex theory” by Copenhagen School, this study explores the U.S. counterterrorism strategy and intelligence innovation, the importance of safeguarding national security, the relevance of America's national security to intelligence work, the possibility of applying its innovation as a policy, and hopefully it will benefit our nation’s formulation of security policies.
