The research had four purposes: 1). to explore the context of the concept that care always be considered as the responsibility of mother or women. 2). to explore the influence of cultural on the choice of care model for 0-3 year-old children. 3). to understand the best child-care arrangement in Taiwan and provide suggestions to the child-care and other relevant policy. The research data were collected by means of interviews. A total of five couples who have 0-3 child were invited as interviewees. Major research findings are as follows: 1. Care as the responsibility of mother: It’s a concept that won’t be abandoned by changing times. Because of the cultural influence, women can’t balance career and care. Similarly, culture also provides an opportunity that men don’t have to bear the responsibility of care. 2. The best child-care arrangement: Although the growing acceptance of the expert-guided care, intergenerational care model still be the best care arrangement in Taiwan. In other words, care is best performed at home, either the grandmother’s or the daughter’s. Men start to involve in care because of the impact of the changing times. Although it’s still in the concept of change rather than the actual act. 3. The relationships between culture and policy: The image of the daycare is change by new concepts. Parents begin to choice the care-model which different from traditional culture, for instance, caregiver or infant care center which are the policy that government promoted actively. When getting good experience by using, they will change their concepts and start to make their attitudes or behaviors internalized that home-based care is no longer the guarantee of care model. For this reason, there is a dialectical relationship between culture and policy. On the basis of the aforementioned results, the policy suggestions are proposed. First, the stress of the gender role is consequent on traditional culture, we should face it and promote dual breadwinner/dual child-care provider model.
