Based on Memorandum of Understanding on Cross-Strait Financial Supervision and Cooperation contracted in April 2009, this study further explores the negotiation process and contracting background since the internationalization of Renminbi (RMB, Chinese Yuan). The discussion firstly starts from the innovation of the international exchange rate arrangement in order to explore the trend of cash flow of RMB exchange rate. In parallel, the financial policies implemented by China and other countries will be also examined to discover the essential strategies of internationalization of RMB and the evolution of finance-related domestic regulations. Secondly, this study analyses whether Taiwan can be one of the RMB offshore finance markets after signing Memorandum of Understanding on Cross-Strait Financial Supervision and Cooperation. In order to find this answer, this study will start from the definition to the offshore finance legal regime and then further elaborate the potentialities that would be developed under such regime in various countries. Hence, China (Shanghai) Pilot Free Trade Zone has started operating recently following the rapid growth of RMB, therefore, this study would also like to find out if Free Trade Zone. Hence, China (Shanghai) Pilot Free Trade Zone has started operating recently following the rapid growth of RMB. Therefore, this study would also like to find out if the opening of free trade zone is one of strategies to the internationalization of RMB.Finally, with comparing to framework China (Shanghai) Pilot Free Trade Zone and the Free Economic Pilot Zones of Taiwan, this study highlights the impact and provides suggestions to the current situation of Taiwan under offshore finance legal regime.
